The Federal Maritime Commission can give its duties or powers to a division, one Commissioner, or other Commission staff. That can include handling hearings, decisions, orders, certifications, and reports. This does not affect section 556(b) of title 5. The Commission can review any action taken under such a delegation, either on its own or if a party asks, under the time and rules it sets. A vote of a majority of the Commission, less one member, can start the review. If review is refused or not requested in time, the delegated action becomes the Commission’s action.
