§4712 Inventory of Abandoned Vessels

Summary

Create and keep a national inventory of abandoned covered vessels. The Coast Guard Commandant must do this not later than 1 year after the date of enactment of the Coast Guard Authorization Act of 2025, after consulting the Administrator of the National Oceanic and Atmospheric Administration and relevant State agencies. The inventory must list data for each vessel, including GIS location, and be published on a Coast Guard website. A State, Indian Tribe, Native Hawaiian organization, or person may report a vessel; the Commandant will add those found abandoned under section 4711. Except during a response under section 311(j) of the Federal Water Pollution Control Act (33 U.S.C. 1321) or for imminent threats to life and safety, the Commandant is not responsible for removing vessels on the list.
