The Secretary of Transportation must study, decide, and keep up-to-date lists of ocean services, routes, and lines from U.S. ports (including territories) to foreign markets that are essential for U.S. foreign trade. When choosing these routes, the Secretary must weigh the cost to run each line, whether a line would run at a big loss, how many trips and what kinds of ships are needed, the value of keeping a line for U.S. trade, defense, or other national needs, and any other facts a careful business person would consider. The Secretary must also plan routes that account for the seasonal closing of the Saint Lawrence Seaway and provide alternate port routings so service continues year-round. The Secretary must also keep current records of bulk cargo shipping services needed for U.S. trade and national defense. The Secretary must record the kinds of ships to use (type, size, speed, propulsion, including express-liner or super-liner vessels) and how often they should sail to give reliable, regular service.
