People can only be nominated for a competitive cadet spot at the U.S. Merchant Marine Academy if they are U.S. citizens or nationals and meet minimum rules set by the Secretary of Transportation. Senators may nominate residents of their state. Members of the House may nominate residents of their congressional district. Delegates may nominate residents of the places they represent (District of Columbia, Virgin Islands, Guam, Northern Mariana Islands, and American Samoa). The Resident Commissioner may nominate residents of Puerto Rico. The Panama Canal Commission may nominate residents or children of residents of certain Panama areas covered by the 1977 treaty and related agreements, and children of U.S. government or Commission employees living in Panama. Each year slots are assigned: states get slots based on their representation in Congress; the District of Columbia gets four; the Virgin Islands, Guam, American Samoa, and Puerto Rico get one each; the Northern Mariana Islands gets one (nominated by its Governor); and two slots go to Panama Canal Commission nominees. The Secretary must run a competitive selection using tests, school records, and other signs of likely success, and appoint nominees by merit first within each place and then from the remaining nominees across all places. If a Senator’s, Representative’s, or Delegate’s nominee is selected, that Member must be told at least 48 hours before the public announcement.
