The President can appoint up to 12 students from Western Hemisphere countries (not the U.S.) to study at the U.S. Merchant Marine Academy, with no more than 2 from any one country at a time. The Secretary of Transportation, with the State Department’s approval, can appoint up to 30 other foreign students, may add Panama beyond those numbers, and those governments must pay the training and allowance costs. Foreign students get the same allowances and follow the same admission, attendance, discipline, resignation, discharge, dismissal, and graduation rules as U.S. cadets.
