The United States Merchant Marine Academy may apply for and accept competitive research grants for scientific or educational projects if a professor or instructor at the Academy will do the work. A "qualifying research grant" is one given competitively by the federal government (not the Department of Transportation), a state, a corporation, a foundation, a college, or a similar group that mainly supports science or education, and is meant to fund a research project. The Maritime Administrator must keep those grant funds in a separate account, and the Superintendent must spend the money according to the grant rules and terms. If Congress allows it in funding bills, the Academy’s appropriated money can be used to pay costs to apply for and pursue these grants.
