Create a student Advisory Board at the United States Merchant Marine Academy made up of at least 12 midshipmen. It must include at least 3 students from each class. The Maritime Administrator appoints the members within 60 days after a new class is sworn in. Each member serves one academic year. The Maritime Administrator can reappoint up to 6 members from the prior year for one more year if it is in the Academy’s best interest. The Board must meet with the Secretary of Transportation at least once each academic year and meet in person with the Maritime Administrator at least twice each academic year. The Board’s job is to identify problems facing midshipmen (for example, health and wellbeing, diversity, and sexual assault and harassment) on campus, off campus, or aboard ships, and to suggest solutions, including ways to improve culture and leadership. It must also review the program in section 51325(b) as needed and give recommendations. The Board may form working groups that include other midshipmen and must regularly give reports and briefings to the Secretary and the Maritime Administrator, in writing, in person, or both.
