A civilian nautical school is a U.S. school (not the U.S. Merchant Marine Academy, a State maritime academy, or other federal schools) that trains people living on a ship for merchant marine service. The Secretary may inspect these schools and set rules to rate and certify their training, instructors, and equipment.
