Only U.S. vessels may do escort operations in U.S. navigable waters, unless a vessel is in distress. This rule applies when the escort starts or ends at a U.S. port, is required by law, or happens at or near navigation facilities owned or run by the U.S. Government (except facilities run by the Great Lakes St. Lawrence Seaway Development Corporation on the St. Lawrence River). An escort vessel is a boat assigned to help another vessel for safety. For vessels towed under section 55111, an escort also includes any craft assigned to the towed vessel in addition to the required towing vessel. Anyone who violates this must pay up to $10,000 per day.
