Foreign railroads entering the U.S. by ferry, tug, or tow may own and use a vessel without the usual U.S. coastwise permission to carry their rail cars and the people, mail, and goods in them. They must follow the same U.S. entry rules as American vessels and may not carry merchandise between U.S. ports or other U.S. places covered by coastwise laws, or risk losing the vessel.
