Congress found three things: a healthy farm industry and a strong U.S. merchant fleet are important for the country's economy and security; both face growing foreign trade barriers and government subsidies; and more farm exports carried on U.S. ships help the trade balance and create jobs. It sets six goals: help the Secretary of Agriculture plan export programs by making ocean shipping rules clear; grow U.S. merchant shipping capacity; expand markets for U.S. farm goods; make export buying, selling, and shipping work better; encourage farmers and the maritime industry to cooperate; and carry out these findings and goals.
