Forfeitures under this chapter are handled the same way as forfeitures under laws for collecting duties. The government can also cancel a forfeiture without having to seize the vessel. If a person was already criminally convicted for the same matter covered by the forfeiture, that conviction counts as initial evidence that the person violated the law.
