The Secretary of Transportation can have new ships built and old ships repaired or remodeled when needed to carry out the goals of this subtitle. Work must be done in shipyards in the continental United States (including Alaska and Hawaii). If suitable private shipbuilding contracts cannot be obtained, the Secretary may use navy yards. Contracts with private builders must follow Title V of the Merchant Marine Act, 1936, the same rules that apply to vessel construction under that Title.
