Every contract the Secretary of Transportation makes under this chapter must say that the contractor and any related companies, agents, subsidiaries, or parent companies must keep books, records, and accounts about the maintenance, operation, and servicing of the vessels, routes, services, and lines covered by the contract. They must keep records in the form the Secretary requires and, when asked, file balance sheets, profit-and-loss statements, and other financial reports or notes the Secretary thinks affect contract performance. The Secretary may examine and audit those records whenever he thinks it is necessary. If anyone willfully refuses to follow these recordkeeping or reporting rules, the Secretary may cancel the contract and the United States will have no further liability under it.
