When a U.S. vessel comes in from a foreign port, an owner who lives at that port must swear under oath — if no owner lives there, the ship’s master must — that either the vessel’s certificate shows all the owners or, to their knowledge, ownership changed but all owners are U.S. citizens. If no one makes this sworn statement, the vessel loses its U.S. vessel privileges.
