During a war, hospital ships that meet the rules of the Hague convention of December 21, 1904 (the agreement about exempting hospital ships from taxes) are not required to pay tonnage taxes, light money, or pilotage charges in U.S. ports. The President must issue a proclamation naming which ships meet those rules and saying when the exemption starts and ends.
