The Secretary can order a vessel in U.S. ports or waters to move, operate, or anchor as directed when there is reason to believe it breaks rules under section 70034 or other law or treaty; it fails the port-entry conditions in sections 70021 or 70022; or bad weather or other hazards (including the vessel’s condition) make the order necessary for safety.
