The Secretary in charge of the Coast Guard must create anchorage areas in U.S. navigable waters and consider safety, the marine environment, nearby undersea pipelines and cables, efficient use of the marine transportation system, and national security. Certain vessels must use an anchor alarm, follow the Captain of the Port’s orders, and obey anchorage rules. Vessels may not anchor in federal channels, too near pipelines or cables, or stay in an anchorage the Captain closes unless allowed. Emergency actions to protect people, the ship, or property are permitted.
