Defines key words used in these parts of the law. "Marine environment" covers U.S. navigable waters and the lands and resources under them; waters and fishery resources where the United States has exclusive fishery management; the seabed and subsoil of the Outer Continental Shelf plus the waters above them; and the recreational, economic, and scenic value of those waters and resources. "Secretary" means the head of the department that runs the Coast Guard, except for the Saint Lawrence Seaway where it means the Secretary of Transportation. "Navigable waters of the United States" includes all waters of the U.S. territorial sea as described in Presidential Proclamation No. 5928 of December 27, 1988.
