The Secretary can investigate any incident, accident, or act that damages or destroys structures covered by subchapters I–III and this subchapter, or that affects or might affect safety or the environment in U.S. ports, harbors, or navigable waters. The Secretary may issue subpoenas for witnesses and evidence, ask the Attorney General to have a U.S. district court enforce a subpoena, and the court can order compliance and punish contempt. Witnesses can be paid travel and attendance fees up to the rates allowed in a U.S. district court.
