§70303 Security Standards at Foreign Ports

Title 46 › Subtitle Subtitle VII— Security and Drug Enforcement › Chapter 703— MARITIME SECURITY › § 70303

Last updated Apr 5, 2026|Official source

Summary

Create and run a plan to check how well foreign ports protect passenger ships that the Secretary, after talking with the Secretary of State, finds to be at high risk of terrorist attacks. The Secretary must work with the Secretary of State to learn about the terrorist threat in each country before and while doing the checks. If a port fails the check, the Secretary of State, after being told by the Secretary, must tell the country’s government and recommend what must be fixed to meet the Secretary’s security standard. The President is encouraged to give antiterrorism help for maritime security under chapter 8 of part II of the Foreign Assistance Act of 1961 (22 U.S.C. 2349aa et seq.), especially for ports that fail.
