Requires the Secretary to build an electronic system for merchant mariner credentials that lets people submit, verify, and process credential and course information online as much as possible. A merchant mariner credential is a license, certificate, or document the Secretary may issue under this title. The system must let applicants send parts of their applications (like sea service records, training certificates, safety and medical papers) and let employers and training providers send verification securely. It must let the Secretary evaluate applications electronically, including doing remote reviews. The Secretary must share anonymized, combined data with the Maritime Administration and other agencies, including at least: (1) total sea service for credential holders; (2) counts by rating and endorsements; (3) age, gender, and region or address; (4) estimated processing times for applications, medical certificates, and course approvals; (5) number of approved training providers and classes taken; and (6) if relevant, applicants’ military branch and duty status. The system must protect individuals’ privacy.
