The Secretary can suspend or take away a mariner’s license, certificate of registry, or merchant mariner’s document if the person holding it breaks laws or safety rules while using it. It also applies if the person commits misconduct, shows negligence or incompetence in running a vessel, is convicted of crimes that would stop them from getting or renewing the document, is convicted within the 3-year period before the action of the offenses listed in section 30304(a)(3)(A) or (B) of title 49, or is a security risk to a vessel or nearby marine structures.
