If a U.S. ship runs aground on a foreign shore, the consular officer there must, as far as the foreign country's laws allow, take steps to save the ship and the things on it and make a list of what was saved. After paying any costs, the officer must give the saved items and the list to the owner. The officer must not take control of the property if the owner, the ship’s captain, or the person meant to receive the cargo is present or able to take it.
