Anything taken from a shipwreck, from the sea, or from a sandbar or small island off the Florida coast in U.S. waters must be brought to a U.S. port where incoming goods are officially processed. If a boat takes those items to a foreign port, the boat can be seized and turned over to the U.S. government, and the value is split half to the person who reported it and half to the government.
