Allows Canadian boats and wrecking gear to help Canadian or other ships and property that are wrecked, disabled, or in trouble in U.S. waters next to Canada, including the canal and improved waters between Lake Erie and Lake Huron and the Saint Marys River and canal. But the permission ends if the President announces that the Government of Canada has withdrawn or stopped giving the same rights.
