Defines key words used in the chapter. "Container" means whatever the International Convention for Safe Containers says it is. "Convention" means the International Convention for Safe Containers and its annexes, concluded at Geneva, Switzerland on December 2, 1972. "International transport" means moving a container between a place in another country and a place under U.S. jurisdiction, or moving a container between two places outside the United States when U.S. carriers do the moving. "Owner" also covers a lessee or bailee if a written lease or bailment makes them responsible for keeping up and inspecting the container. "Safety approval plate" means the item defined in Annex I of the Convention.
