If a telegraph company that followed the earlier rules extends its line to meet a covered railroad or telegraph company’s station, it has the right to connect where the lines meet. The other company must allow that connection so messages can be passed quickly and conveniently. Those railroad and telegraph companies must run their lines and handle traffic so everyone gets the same access and service. They must send, receive, and exchange business with connecting lines on equal, fair terms and must not favor or harm any person or company.
