If a railroad or telegraph company refuses to keep and run a telegraph line for government or public use without unfair treatment, or refuses to make business connections with another telegraph company, any person or company (including a connecting telegraph company) can ask the Federal Communications Commission (FCC) for help. The FCC must investigate under its rules, decide what fix is needed, order the company to follow that fix, notify the parties, and, if needed, ask a U.S. court to force compliance. The commissioners can also start an investigation on their own without anyone filing a complaint.
