An Office of Internet Connectivity and Growth must be set up inside the National Telecommunications and Information Administration within 180 days after December 27, 2020. The Office must reach out to communities that need high-speed internet, run regional workshops, create training and presentations for different groups, publish toolkits and guidance, and work with State agencies when useful. The Office must keep a central database tracking broadband built with any Federal support and create a standard way for agencies and the Universal Service Fund programs to report that data. Within 1 year after December 27, 2020, and every year after, the Office must post and send a report that describes its work, counts how many U.S. residents got broadband from Federal programs or Universal Service Fund programs, shows which programs helped which people, and gives an estimate of local economic effects including impacts on small businesses and jobs. The Assistant Secretary must move similar NTIA activities done as of December 27, 2020, into the Office. The Office must work with agencies that offer Federal broadband support to simplify and standardize applications, try to create one application that covers most programs, and build a central website for applying within 180 days after December 27, 2020. Agencies must coordinate with the Office to avoid duplication with Universal Service Fund high-cost programs. The Office and the Federal Communications Commission must coordinate and use the FCC’s broadband availability maps, aiming to serve the most unserved places and promote job and economic growth.
