Title 47 › Chapter 1— TELEGRAPHS › § 14
Railroad and telegraph companies must file a yearly report with the Federal Communications Commission. The FCC will give rules about when and how to report. Each report must clearly describe their telegraph lines and property, their value and condition, how much they earned, their maintenance and operating costs, and their business with connecting telegraph companies for the past year. If a company refuses to file a report or to let its books be inspected, it will owe a penalty of $1,000 to $5,000. The FCC must tell the Attorney General, who must go to court to collect the penalty.
