No money from subchapter II or III can be used to pay someone whom a federal agency has blocked for national security reasons from bidding on a contract, taking part in an auction, or getting a grant. A person the government has so barred also cannot take part in competitive bidding under section 309(j) of this title when the auction is required by this chapter, or when the licenses being sold come from clause (i) of subparagraph (G) of paragraph (8) of section 309(j), as added by section 6402.
