The Secretary of Commerce must hire an independent auditor every year to review the First Responder Network Authority’s finances. The audit must use normal commercial accounting rules and be done where the Authority keeps its accounts. The auditor can look at all books, records, reports, files, and other items needed for the review and can check balances with banks and custodians. The Authority keeps possession of its records. The auditor must send each audit report to the proper congressional committees, the President, and the Authority. The report must explain the Authority’s financial condition, give any recommendations, and describe any program or spending the auditor believes was done without legal authority.
