Start the process to free up 15 megahertz of federal radio spectrum between 1675 megahertz and 1710 megahertz within 3 years after February 22, 2012. The Secretary of Commerce must give the President a report naming that 15 megahertz within 1 year after February 22, 2012. After the President finishes withdrawing or changing the federal assignment, the President must tell the Federal Communications Commission within 30 days. The Federal Communications Commission must, within 3 years after February 22, 2012, set aside these bands for commercial use and hold auctions for new initial licenses under flexible-use rules: 1915–1920 MHz, 1995–2000 MHz, 1675–1710 MHz, 2155–2180 MHz, and one 15-megahertz block the Commission will pick. The Commission still must follow the other legal rules in section 309(j)(16)(B). If the Commission finds that using 1915–1920 MHz or 1995–2000 MHz would cause harmful interference to users in 1930–1995 MHz, it may not allocate or license those problem bands.
