The Commission must give its Chief Information Officer a major role in choosing yearly and multi‑year IT plans and budgets, deciding how IT programs and funds are run, reviewing IT reports, overseeing IT management and governance, and hiring IT staff. The Chief Information Officer, after talking with the Chief Financial Officer and other budget officials, must set and approve how funds provided for information technology are allocated, following funding laws, budget guidance, and recommendations from the Director of the Office of Management and Budget.
