Title 47 › Chapter 16— BROADBAND ACCESS › Subchapter II— DIGITAL EQUITY ACT OF 2021 › § 1721
Defines key words used in this part of the law about broadband and digital equity. Adoption of broadband means a person gets daily internet on a personal device, at speeds and quality needed to do common tasks, on a secure and easy network, and has the digital skills to use it. Advanced telecommunications capability is defined in section 1302(d). Aging individual uses the meaning for “older individual” in 42 U.S.C. 3002. Appropriate committees of Congress are the Senate Appropriations Committee, the Senate Commerce, Science, and Transportation Committee, the House Appropriations Committee, and the House Energy and Commerce Committee. Assistant Secretary means the Assistant Secretary of Commerce for Communications and Information. Community anchor institution covers public schools, housing authorities, libraries, health providers, community colleges or other colleges, State library agencies, and similar nonprofit or government community groups. Covered household means a household with last-year income at or below 150 percent of the poverty level set by the Census. Covered populations include people in those households, older adults, people jailed in nonfederal facilities, veterans, people with disabilities, people with language or low-literacy barriers (including English learners), racial or ethnic minorities, and people who mainly live in rural areas. Covered programs are the State Digital Equity Capacity Grant Program and the Digital Equity Competitive Grant Program. Digital equity means having the tech capacity to fully take part in U.S. society and the economy. Digital inclusion means work to give everyone access to affordable internet, useful devices, apps and content, plus training, good tech help, and basic online privacy and security awareness. Digital literacy means the skills to use technology to find, judge, organize, make, and share information. Disability, eligible State, gender identity, Indian Tribe, institution of higher education, local educational agency, postsecondary vocational institution, rural area, State (any State, the District of Columbia, and Puerto Rico), veteran, and workforce development program are defined by the cited sections named in the law.
