Congress says everyone needs reliable internet and the skills to use it. That access helps people take part in community life, find jobs, get health care, learn, and engage with government. Being left out of the digital world hurts people and costs society. It lowers chances for work, school success, good health, social connection, and civic participation, and it makes wealth and income gaps worse for groups already facing inequality. Fixing this will take steady investment and research. Federal, state, tribal, territorial, and local governments have responsibilities about how people access and use the internet. Making internet access fair is a matter of social and economic justice and should be pursued.
