Common carriers must not treat any person, group, or place unfairly by charging different prices, applying different rules, or offering different services for similar communications. They must not give improper advantages to some or put others at a disadvantage. This rule covers using carrier lines by wire or radio, including chain broadcasting. If a carrier knowingly breaks the rule, it must pay $6,000 per offense and $300 for each day the violation continues.
