All rules in this chapter must be followed by receivers and operating trustees of carriers covered by the chapter. They must follow the rules in the same way and to the same extent as the carriers themselves.

The provisions of this chapter shall apply to all receivers and operating trustees of carriers subject to this chapter to the same extent that it applies to carriers.
