Commanders of United States warships, commanders of warships from foreign countries that have joined the same international agreement, and commanders of ships specially commissioned by the U.S. or those foreign governments may carry out the duties the agreement gives them. They may require a vessel that broke the rules to show papers proving its nationality and may send reports about the violation under that agreement.
