The United States keeps control of all radio channels. People may use those channels only with federal licenses for limited times. A license only gives the specific rights written in it and does not make someone the owner. No one may operate radio transmitters without a license under this chapter. That rule applies to transmissions inside one State, between States, to foreign countries or ships, or when signals cross State lines or cause interference. It also covers U.S. vessels, aircraft (except as allowed under section 303(t)), and other mobile stations.
