The Commission must send a report to certain Congressional committees by April 1, 2019, and every year after that. The report must explain in detail how the Commission used the money it kept under section 309(j)(8)(B) to pay the costs of developing and running the program required by section 309(j). The “appropriate committees of Congress” are the Committee on Commerce, Science, and Transportation of the Senate; the Committee on Appropriations of the Senate; the Committee on Energy and Commerce of the House of Representatives; and the Committee on Appropriations of the House of Representatives.
