Only people who have an operator’s license issued by the Commission may run the transmitting equipment at any radio station that needs a station license. The Commission can waive or change this rule if it thinks it will help the public, but it cannot do so for stations required by international agreement, stations needed for safety, or common-carrier stations on frequencies below 30,000 kilocycles. The Commission may also make special rules for licensing and using automatic radio devices.
