Ship radios on a vessel may be turned up to full power when sending distress signals, even if that causes interference. All radio stations, including government stations and foreign ships while inside U.S. territorial waters, must put distress calls first. They must stop using frequencies that make it hard to hear a distress call. Unless they are already helping, they must not transmit until they are sure they will not cause interference, and they must help the ship in distress as much as possible by following its instructions.
