Title 47 › Chapter 2— SUBMARINE CABLES › § 35
After notice and a hearing, the President may deny, cancel, or grant a cable license with conditions if doing so helps secure cable rights abroad, protect U.S. interests or citizens overseas, or promote U.S. security. Licenses cannot give exclusive landing or operation rights in the U.S., and it does not limit the FCC’s power over transmissions.
