A U.S. vessel that sails in violation of these rules must pay $5,000 to the United States, and each day it keeps sailing that way is a separate offense; the government can collect the money through a court action. If the vessel’s captain willfully fails to enforce or follow these rules, the captain must pay $1,000 to the United States.
