The Commission must keep on file copies of carriers’ price lists, classifications, contracts, and the statistics from annual or other reports filed by carriers and others. Those records, and certified copies stamped by the Commission’s secretary, are accepted as proof in Commission investigations and in court. The Commission may keep foreign wire or radio contracts secret if publishing them would put U.S. companies at a competitive disadvantage.
