The FCC must make rules so cable companies and new TVs and VCRs work together. The rules must stop cable theft but not block the special features on TVs and VCRs. The FCC will decide when and how cable systems can scramble or encrypt signals, but it cannot stop scrambling if it does not hurt the TV or VCR features. The rules must say what makes a set “cable compatible” or “cable ready.” Cable companies must tell subscribers when a converter box might stop special TV or VCR functions and, when doable, let other channels go straight to the TV or VCR without the box. The FCC must encourage more stores and cable companies to sell converter boxes and remotes that work with each other. The rules must not mess with unrelated features like phone or home automation equipment. Cable companies that rent remotes must tell customers they can buy compatible remotes and must say which ones work. Cable companies may not disable a rented converter box so it stops working with regular remotes. The FCC must review and update the rules as technology changes.
