States, local governments, and franchising authorities can regulate public health, safety, and welfare, and States can regulate cable services, as long as those actions match this part of the federal law. Except as provided in section 557, any State or local law or franchise rule that conflicts with this chapter is overridden. State — see the meaning given in section 153.
