The Federal Communications Commission must start a combined study and rulemaking to decide if it can apply syndicated-exclusivity rules to satellite carriers that re-broadcast syndicated programs from broadcast stations for people to watch at home, like the existing cable rules, and must adopt those rules if it finds them workable. If the FCC adopts those rules, any satellite carrier that willfully and repeatedly re-broadcasts a station’s program in violation of the rules will face the remedies and penalties in subchapter V and section 605.
